defense secretary. leon panetta in afghanistan. this is his first trip since taking the top military position. david cotter is live in stan tan with the latest. >> newly appointed defense secretary arrive in kabul a short time ago. he was met by military leaderships including, general petraeus. he was upbeat about prospects of defeating al-qaida and said the u.s. was within reach of strategically defeating them. the strategy for doing this is military operations and capturing or killing fewer than 20 of the terror group's leader here in stan tan and north africa. i think now we have them on the moment and now is the moment. if we continue this effort we can cripple al-qaida. his upbeat assessment comes as stan tan prepares for a gradual draw down. according to a u.s. official. panetta will hold talks with karzai during his visit. they will discuss the transition of nato held areas for afghan control in midjuly. they will further include u.s. troops open next year. panetta also said he hopes the taliban will be on the run. it is key they keep up the pressure now. >>> and panetta also

. that war was cost us almost $2 trillion. the afghanistan and iraq war is winding down. office management of budget office has looked at this and said if you take a trillion dollars and lower the debt and allow us to take additional $200 billion in interest savings, that is what we have in our bill. it's all been done by non-partisan congressional budget office. i can't imagine the fact they have voted for it, 230 republicans voted for that in the budget. 40 republicans voted for it. why is it something suddenly they don't want? (question is inaudible). >> your math is terrific. we got 60. the issue has been for a week or so a trigger. yes, the joint committee doesn't come up with a result. what should happen. we've been willing to say that we're happy if we don't arrive at the budget goals with the joint committee that certain things should happen. we've been willing to say that there could be a sequestration as long as it included revenues. it's unfair to make it a spending bill when we have billionaires and millionaires and corporate jets and yachts. the american people agree with us.

scatter? you may kill them off in places like afghanistan but they are over in the other places, somalia and arabian peninsula? >> that's right. actually this is a testament to bin laden's plan for the al qaeda network. he created a more diffuse network after the united states began to crack down on al qaeda in late 1990s. you saw rise of al qaeda in north africa and al shaback in east africa. al qaeda in iraq done great damage to u.s. forces. the taliban was once a government but relegated to affiliate movement of al qaeda. what you have a is number of organizations sort of franchises of al qaeda that continue to grow and thrive while we have focused in on the core as we called it. now i think after the death of bin laden in early may, i think we were able to get a lot of intelligence. we've gone after a lot of the other high-level officials within al qaeda and obviously this drone campaign been ongoing in pakistan and some cases yemen, we've taken out something like 1200 fighters from al qaeda including senior leaders. jon: right. >> this is all good news. but again the ideology of rad

in afghanistan. catherine herridge picks up the story from here, from washington. so what is the latest? >> reporter: julie, good morning, thank you. since august 2209 federal prosecutor john durham has been investigating the cia detention and interrogation program, this is a second such review of the program, he reviewed the treatment of 101 detainees in u.s. custody and concluded two of the deaths warranted criminal investigation and both of these detainees died while in custody, one in iraq and the other in afghanistan. and really, analysts say the endless litigation could make the u.s. intelligence risk averse when the risk has been more diversified, spreading to al-qaeda franchises in yemen and somalia, as well as the home grown component. >> we want our national security and counterterrorism professionals not to be looking behind their shoulder, wondering whether the next administration is going to second guess their moves that were authorized by law in the doj lawyers, and so i think it's demoralizing, it has been demoralizing for these folks. >> reporter: there's no indication w

service members have been killed in two separate attacks in eastern afghanistan. three troops died of a roadside bomb went off. fourth soldier died in a separate insurgent attack. it's not clear if any of the troops were americans. the latest round of violence brings the death toll to nine coalition troops within the last month. another fox news alert, the mexican navy says it plans to extend the search for seven missing u.s. tourists today. they disappeared early yesterday when a fishing boat capsized in the gulf of california at least one of the 27 americans on board was killed. the boat carrying a total of 44 passengers and crew members appears to have been hit by two massive waves. there's still hope they could be alive. witnesses report some had been wearing life jackets. in just about two hours, 2 1/2 hours, the jury will resume deliberations in the casey anthony murder trial. the jury got the case yesterday afternoon after hearing a final rebuttal from prosecutors arguing that anthony killed her daughter caylee. >> as the facts and circumstances changed over the course of ti
